New Hampshire reimburses schools for services provided to Medicaid-eligible students ages 3 through 22 who have an active IEP, 504 plan, or other written healthcare plan. School districts—not individual providers—are the only entities eligible to bill NH Medicaid. However, anyone signing orders or prescriptions for billed services must be enrolled with NH Medicaid, often as a non-billing Ordering, Referring, or Prescribing (ORP) provider. Beginning in July 2026, New Hampshire transitioned to a cost-settlement model for Medicaid billing. This model includes cost reporting and the use of Random Moment Time Studies (RMTS) for district employees.
